Release 1.3.

Major changes from 1.2:
1. Support for PostgreSQL, MySQL, sqlite, and shelve.
2. db module which abstracts common DB StorageManager? code.
3. Full support for decimal and fixedpoint.
4. zoo_fixture brings a common set of test to all StorageManagers?.
